ارائه مدلی جهت تبیین نظام تصمیمگیری در سازمانهای دولتی استان کردستان
در عصری که تغییر و تحولات سریع و فزاینده از جمله مشخصات آن است، آهنگ تصمیمگیری نیز شرایطی را به وجود آورده که زمان تعامل و تعمق و تصمیمگیری را برای مدیران کوتاه نموده است. در واقع مدیران امروزی خود را مجبور به اتخاذ تصمیمات بیشتری در رابطه با موضوع و مسائل متنوع و گستردهتری در زمان کوتاهتر میبینند. از اینرو، هدف این پژوهش ارائه مدلی جهت تبیین نظام تصمیمگیری در سازمانهای دولتی استان کردستان است. پژوهش حاضر توصیفی- همبستگی، از نوع تحقیقات پیمایشی و از جمله پژوهشهای کاربردی میباشد که به صورت میدانی انجام شد. جامعه آماری پژوهش حاضر شامل کلیه مدیران ارشد، مدیران و کارشناسان سازمانهای دولتی و بالأخص استانداری استان کردستان بودند. که تعداد 358 نفر به عنوان نمونه آماری پژوهش انتخاب گردید. بر اساس یافتههای مرور ادبیات و مصاحبه با خبرگان سازمانهای دولتی، تحلیل تم و بهکارگیری چهار راند روش دلفی، مدل مفهومی نهایی پژوهش شامل 5 بعد اصلی و 76 زیر بعد استخراج گردید. سپس با استفاده از روش مدلسازی معادلات ساختاری مدل اندازهگیری اجزای مدل و مدل ساختاری کل مدل اعتبارسنجی شد. بر اساس یافتههای پژوهش، ابعاد «عوامل فردی (I)»، «عوامل ساختاری و فرآیندی (S)»، «عوامل اجرایی (A)»، «عوامل سازمانی (O)» و «عوامل محیطی (E)» مدل نظام تصمیمگیری در سازمانهای دولتی استان کردستان را تبیین میکنند.

رقابت بین دو زنجیره تامین با در نظر گرفتن تقاضای وابسته به قیمت و زمان تدارک با استفاده از رویکرد نظریه بازیها
چکیدهامروزه استفاده از نظریه بازیها در زمینه مدیریت زنجیره تأمین بسیار مرسوم است. از نظریه بازیها نه تنها در قیمتگذاری کالاها در زنجیره تأمین، بلکه در مباحث مربوط به تبلیغات و بررسی تعامل اعضای زنجیره تأمین استفاده میشود. در این مقاله رقابت بین دو زنجیره تامین که هر زنجیره شامل یک تولید کننده و توزیع کننده است در نظر گرفته می شود. تقاضای اجناس تابعی از قیمت و زمان تدارک است. رقابت تحت سناریو بازی بدون همکاری و با همکاری در نظرگرفته میشود. سه نوع سناریو تحت بازی بدون همکاری(نش - استکلبرگ) و با همکاری مختلف برای تجزیه و تحلیل و تصمیم گیری مربوط به قیمت، زمان تدارک و اندازه محموله ساخته شده است. وجود یک تعادل منحصر به فرد در همه بازی ها نشان داده میشود و فرمول های دقیقی را برای محاسبه تصمیمات بهینه هر یک از زنجیره ها ارائه شده است. مثال عددی و تحلیل نتایج بینش مدیریتی مفید برای انتخاب بهترین استراتژی ها برای زنجیره ها در محیط های مختلف بازار و عملیاتی را فراهم میآورد.

رویکرد استراتژی مذاکره و بازتاب مفاهمه جهت طراحی و تدوین استراتژیهای کلان سازمانی (مورد مطالعه: شرکت مادرتخصصی تولید نیروی برق حرارتی)
پیچیدگیهای موجود در مسئله تدوین استراتژی برای شرکت مادرتخصصی تولید نیروی برق حرارتی موجب بروز دشواریها و عدم هماهنگی در اجرای استراتژیهای پیشین در این شرکت شده است. روشهای ساختاردهی، امکان شناخت مسئله را بهصورت فرآیندی منسجم و منطقی فراهم میکند. فرآیندی که در گامهای مختلف، به شناخت مسئله و پیچیدگیهای آن میپردازد و در نهایت، نتیجه کار، تدوین استراتژیهای کلان سازمان بر اساس شرایط واقعی میباشد. نتیجه چنین تلاشی، افزایش آگاهی و شناخت از زوایای مسئله تدوین استراتژی است که در زمان اجرا و پیادهسازی، موجب کاهش ناهماهنگیها میشود. در این پژوهش از یک رویکرد با نام استراتژی مذاکره و بازتاب مفاهمه برای ساختاردهی مسئله تدوین استراتژی استفاده شده است. روش پژوهش حاضر، توسعهای و کاربردی میباشد. برای انجام این پژوهش، نظر 20 نفر از متخصصان، مشاوران و کارشناسان ارشد شرکت مادرتخصصی تولید نیروی برق حرارتی با استفاده از دو روش مصاحبه و پرسشنامه جمعآوری گردید و در نهایت 10 گام روش استراتژی مذاکره و بازتاب مفاهمه پیادهسازی شد و 4 سناریوی اصلی در فاز بهرهبرداری طراحی شد.

طراحی مدل پیش بینی چرخه عمر محصول با رویکرد ترمودینامیک
هدف از این مطالعه ادغام مدل های بازاریابی مرتبط و ایجاد یک مدل برای فعالیتهای بازاریابی سلسله مراتبی جهت شناسایی سطوح مختلف فعالیت های مورد نیاز در مراحل گوناگون چرخه عمر محصول می باشد. در این مطالعه به منظور تشریح پدیده چرخه عمر محصول همزمان فعالیتهای آمیخته بازاریابی به عنوان عامل ایجاد تغییر در کیفیت آنتروپی به کار گرفته شده است. در این پژوهش کاشی و سرامیک به عنوان محصول مورد نظر جهت بررسی اعتبار نظریات تجربی انتخاب شده است و از مدیران برند، فروش و بازاریابی سه شرکت تولید کننده کاشی و سرامیک خواسته شد تا به سوالات مورد نظر پاسخ دهند. سپس از طریق فرآیندهای تحلیل سلسله مراتبی و شبیه سازی نمودارهایی شبیه سازی شده اند که نشان می دهند در حالتی که فعالیت های آمیخته بازاریابی بیشتری به کار گرفته می شوند ، طول عمر محصول طولانی تر بوده و حجم فروش آن نیز بیشتر خواهد بود.

مدلسازی مسئله چندهدفه فازی انتخاب تامینکننده با در نظر گرفتن تقاضای احتمالی و ریسک خریدار
انتخاب تامین کننده یکی از مسائل کلیدی در مدیریت زنجیره تامین است که با استفاده از آن شرکت ها می توانند تامینکنندگان مناسب را شناسایی و ارزیابی کنند. اهداف مختلفی در انتخاب کنندگان می تواند در نظر گرفته شود که گاه با یکدیگر در تعارض هستند. از جمله مهمترین این اهداف می توان به هزینه، کیفیت و قابلیت اطمینان تامین کننده اشاره کرد. در این مقاله مجموعه تامین کنندگان در قالب یک سیستم در نظر گرفته می شود که در نهایت تامین کنندگان به گونه ای انتخاب می شوند که سطح قابلیت اطمینان حداکثر شود، هزینه خرید کمینه شود و سطح سرویس که در قالب کیفیت محصولات دریافتی است به حداکثر مقدار ممکن برسد. از طرف دیگر از آنجا که معمولاً در دنیای واقعی دسترسی به اطلاعات دقیق برای ارزیابی تامین کنندگان میسر نیست از نظریه فازی در مدلسازی استفاده شده است. همچنین، مکانیزمی که در عمل توسط تامین کنندگان برای ترغیب خریداران به خرید بیشتر استفاده می شود تخفیف است. در این مقاله مدلسازی انتخاب کننده با در نظر گرفتن ارائه تخفیف کلی برای محصولات مختلف مورد تقاضای خریدار انجام شده است. علاوه بر این میزان ریسک پذیری خریدار در انتخاب تامین کننده نیز در مدلسازی در نظر گرفته شده است. در نهایت مدل ارائه شده با در نظر گرفتن حالات مختلف ریسک پذیری خریدار حل گردیده و نتایج آن ارائه شده است.

تسطیح منابع پروژه تحت شرایط فازی-تصادفی
با توجه به نقش مهمی که منابع در موفقیت یا شکست پروژهها بازی میکنند، در 60 سال اخیر پژوهشهای بسیاری در زمینه تسطیح منابع انجام گرفته است. نخستین پژوهشها شرایط اجرای پروژه را قطعی در نظر گرفتند ولی پژوهشهای بعدی به سمت غیر قطعی بودن شرایط پروژه سوق پیدا کردند. برخی از این پژوهشهای غیرقطعی شرایط اجرای پروژه را تنها فازی و برخی آن را تنها تصادفی فرض کردند. پس از معرفی تئوری فازی-تصادفی پژوهشهای مدیریت پروژه شرایط اجرای یک پروژه را فازی-تصادفی دانستند. بنابراین با توجه به جای خالی این رویکرد در تسطیح منابع، پژوهش کمی و توسعهای پیشرو یک مدل تسطیح منابع فازی-تصادفی چند هدفه توسعه داد. در این پژوهش زمان انجام پروژه به صورت یک متغیر فازی-تصادفی در نظر گرفته شده است. در نهایت مدل ارایه شده که در زمره مدلهای NP-hard قرار میگیرد، توسط یک الگوریتم NSGA-II توسعه داده شده، در نرم افزار Matlab حل شد. این الگوریتم توسط دو الگوریتم دیگر یعنی الگوریتم کنترل و الگوریتم آمادهساز متغیر تصمیم و یک حافظه کنترل کننده، برای حل مشکل تنوع پروژهها، توسعه داده شد. نوآوری این پژوهش در دو مورد قابل ذکر است، اول اینکه مدل تسطیح منابع چندهدفه به صورت فازی-تصادفی ارایه شد و مورد دوم اینکه برای حل آن الگورتیم NSGA-II توسعه داده شد. در پایان نیز تکرارپذیری، همگرایی، کارآیی و اعتبار الگوریتم پیشنهادی آزمایش، مورد بحث و تایید قرار گرفت.

پیکربندی زنجیره تأمین مبتنی بر قیمتگذاری پویا و بهینهسازی استوار
افزایش سطح پیچیدگی سیستمهای تولیدی و همچنین شدت گرفتن رقابت در فضای کسب و کار، باعث شده است تا مسئله عدمقطعیت، به یکی از مشکلات اساسی زنجیرههای تأمین تبدیل شود. پژوهش حاضر، با هدف مدیریت توأمان عدمقطعیت پارامترهای عرضه و تقاضا، به توسعه مدلی جهت پیکربندی زنجیره تأمین چند دورهای، چند محصولی و چند سطحی، به منظور بیشینهسازی سود کل زنجیره تأمین اختصاص یافته است. در مدل حاضر عدمقطعیت پارامترها توسط دو رویکرد بهینهسازی استوار و قیمتگذاری پویا مهار گردید. پس از حل مدل توسط نرمافزار GAMS و مقایسه عملکرد مناسب آن در قیاس با یک مدل پایه قطعی، اعتبار سنجی نتایج توسط تحلیل حساسیت انجام شد. در گام بعدی با شبیهسازی تصادفی نوسانات عرضه و تقاضا، عملکرد مدل تحت شرایط مختلف عدمقطعیت مورد ارزیابی قرار گرفت و نشان داده شد که پاسخ بهینه حاصل از این مدل حتی در مواجهه با نوسانات شدید عرضه و تقاضا نیز میتواند در برابر ناموجهشدن مقاومت نماید.

ارائه مدلی بر پایه مدل پروفایل کارایی ورودی جهت ارزیابی کیفیت عملکرد مراکز آموزش عالی
مراکز آموزش عالی محور توسعه پایدار اجتماعی، اقتصادی، سیاسی، فرهنگی و علمی جوامع بشری میباشند؛ در نتیجه ارزیابی کارایی آنها توجه فراوانى را در سطح بینالمللى به خود معطوف نموده است. مدلهای تحلیل پوششی دادهها (DEA) به سبب خصوصیات و مزایای ویژهاشان از مؤفقترین، کارآمدترین و کاربردیترین تکنیکهای سنجش کارایی هستند. مدلهای DEA علاوه بر سنجش کارایی نسبی، قادر به ارائه برنامهریزیهای لازم جهت بهبود کارایی نیز میباشند. از اینرو تاکنون تحقیقات بسیاری از مدلهای DEA جهت سنجش کارایی مراکز آموزش عالی بهره گرفتهاند. در این پژوهش نیز بهمنظور سنجش کیفیت عملکرد مراکز آموزش عالی، از یکی از مدلهای DEA بهنام مدل پروفایل کارایی ورودی (IEP) بهره گرفته شده است. مدل پیشنهادی یک مدل ارزیابی جدید بهنام مدل پروفایل کارایی ورودی بهبود یافته – ابرکارایی SE) –IIEP ) میباشد که عملکرد مدل IEP را از طریق رفع برخی نواقص آن بهبود بخشیده است. از طریق یک مثال عددی و مقایسه مدل پیشنهادی با سایر مدلهای DEA نشان داده شده است که مدل پیشنهادی از اعتبار لازم و عملکرد مطلوبی برخوردار است. بهمنظور برنامهریزی جهت دستیابی به کارایی واحدهای ناکارا، واحدهای الگو و مرجع و میزان تغییر لازم در معیارهای ورودی و خروجی برای هر واحد ناکارا نیز تعیین گردیده است.

ارزیابی کارایی سود فرآیندهای دو مرحلهای در حضور عوامل نامطلوب
مدیریت فرآیندهای تولیدی به منظور کاهش هزینه و افزایش درآمد و سود از عوامل مهم و ضروری برای رسیدن به موفقیت در امور اقتصادی و بهدنبال آن رضایت مدیران و مشتریان است. در این راستا به کارگیری یک روش مناسب به منظور بررسی عملکرد و مدیریت سیستمهای پیچیده با ساختار شبکهای امری مهم و ضروری به شمار میآید. تحلیل پوششی داده های شبکه ای یک روش برنامه ریزی ناپارامتری مناسب و موثر برای ارزیابی عملکرد واحدهای تصمیم گیرنده شامل چندین ورودی و خروجی می باشد که فرآیندهای داخلی را نیز در نظر می گیرد. در این تحقیق بر اساس تکنیک تحلیل پوششی داده ها با در نظر گرفتن نقش مناسب برای عوامل میانی فرآیندها و هم چنین فرض دسترسی پذیری ضعیف برای عوامل نامطلوب، کارایی سود سیستم هایی با ساختار شبکه ای دو مرحله ای در حضور عوامل نامطلوب مورد ارزیابی قرار می گیرد. به منظور شرح و تحلیل بیشتر روش پیشنهادی یک مطالعه کاربردی نیز ارایه میشود.

مروری نظاممند بر ادبیات تصمیمگیری جمعی
تصمیمگیری جمعی فرآیندی است که گروهی از افراد برای دستیابی به بهبود وضعیت خود از طریق تحقق بخشیدن به هدفشان، در مورد یک مسئله خاص تصمیم واحدی میگیرند. تصمیمگیری جمعی به عنوان یکی از روش های مهم دستیابی به تصمیم بهینه شناخته میشود. هدف از این مقاله، ارائه یک تصویر جامع از ابعاد تصمیمگیری جمعی و پاسخ به مجموعه ای از سوالات مرتبط در این زمینه با انجام یک مرور ادبیات نظاممند میباشد. در این خصوص در قسمت اول، تصمیمگیری جمعی معرفی خواهد شد و مراحل پروتکل مرور ادبیات نظاممند در 5 مرحله بررسی میشود. در قسمت بعد، مهمترین کلمات کلیدی و مهمترین مناطق تحقیق شناسایی میشوند و نقشه هم رخدادی واژگان در حوزه تصمیمگیری جمعی ترسیم می گردد. در ادامه، سئوالات تحقیق پاسخ داده خواهند شد. در پاسخ به این سئوالات، ضرورت استفاده و نمونه هایی از بکارگیری تصمیمگیری جمعی بیان میشود. سپس، عوامل مؤثر در تصمیمگیری جمعی بررسی شده و چگونگی رسیدن به یک تصمیم جمعی تبیین میشود. در آخر، مزایا و معایب تصمیمگیری جمعی مطرح میشود و روش ها و ابزارهای آن بیان میشود. همچنین، مدلهایی از تصمیمگیری جمعی به عنوان نمونه آورده شده و تحلیلی از نتایج بدست آمده ارائه میشود.
