رویکرد استراتژی مذاکره و بازتاب مفاهمه جهت طراحی و تدوین استراتژی‌های کلان سازمانی (مورد مطالعه: شرکت مادرتخصصی تولید نیروی برق حرارتی)

چکیده

پیچیدگی‌های موجود در مسئله تدوین استراتژی برای شرکت مادرتخصصی تولید نیروی برق حرارتی موجب بروز دشواری‌ها و عدم هماهنگی در اجرای استراتژی‌های پیشین در این شرکت شده است. روش‌های ساختاردهی، امکان شناخت مسئله را به‌صورت فرآیندی منسجم و منطقی فراهم می‌کند. فرآیندی که در گام‌های مختلف، به شناخت مسئله و پیچیدگی‌های آن می‌پردازد و در نهایت، نتیجه کار، تدوین استراتژی‌های کلان سازمان بر اساس شرایط واقعی می‌باشد. نتیجه چنین تلاشی، افزایش آگاهی و شناخت از زوایای مسئله تدوین استراتژی است که در زمان اجرا و پیاده‌سازی، موجب کاهش ناهماهنگی‌ها می‌شود. در این پژوهش از یک رویکرد با نام استراتژی مذاکره و بازتاب مفاهمه برای ساختاردهی مسئله تدوین استراتژی استفاده شده است. روش پژوهش حاضر، توسعه‌ای و کاربردی می‌باشد. برای انجام این پژوهش، نظر 20 نفر از متخصصان، مشاوران و کارشناسان ارشد شرکت مادرتخصصی تولید نیروی برق حرارتی با استفاده از دو روش مصاحبه و پرسشنامه جمع‌آوری گردید و در نهایت 10 گام روش استراتژی مذاکره و بازتاب مفاهمه پیاده‌سازی شد و 4 سناریوی اصلی در فاز بهره‌برداری طراحی شد.

چکیده [English]

The complexity of designing a strategy for the Thermal Power Plant Holding, leads to many fifficulties and inappropriateness of previous strategies. Problem structuring methods, facilitate the process of identifying the problems in a coherent and logical context. A process that takes various steps to identify the problem and its complexities, and ultimately, the result is the formulation of the organization's main strategies based on real conditions. The result of such an effort is to formulate a strategy that has the least confrontations and complexities while implementing. In this research, a PSM approach called JOURNEY MAKING is used.
The research method is developed and applied. Also, the data gathered from 20 experts, consultants and senior experts of Thermal Power Plant Holding with interview and questionnaire. Finally, 10 steps of JOURNEY MAKING were implemented and 8 major scenarios were designed in 2 phases of operation and development. At the end, suggestions were made for the implementation of the scenarios.
