ترکیب تحلیل استواری و غربال‏گری فازی به منظور تدوین مدل برنامه ‏ریزی استراتژیک استوار برای شبکه لجستیک خدمات؛ (مورد مطالعه شرکت توزیع برق شیراز)

چکیده

در زمانی که تصمیم‏ گیری باید در فضای عدم قطعیت انجام شود، تحلیل استواری روشی قابل اتکا برای ارزیابی پیامدهای یک تصمیم اولیه در امتداد زمان است. در این روش تصمیم‌های متوالی در خلال زمان پیاده می‏شوند و مورد ارزیابی قرار می‏گیرند. برای انجام تحلیل استواری لازم است تا سناریو‏های آینده تدوین شده و تعهدات اولیه ‏ای که در این سناریوها از استواری بالاتری برخوردارند، تعیین و استخراج شوند. اما روش تحلیل استواری در اخذ امتیاز خبرگان با توجه به معیارهای مختلف و ترکیب آنها، اطلاعات زیادی را از دست می‏ دهد. در مدل پیشنهادی حاضر برای غلبه بر این مسئله از گام‏های الگوریتم غربال‏گری فازی در ارائه امتیازها استفاده شده است. در این مطالعه با معرفی مبانی تئوری و گام‏های عملی اجرای تحلیل استواری فازی نسبت به پیاده‌سازی آن در یک مطالعه‏ موردی اقدام می‏شود. به این منظور با حضور شش نفر از خبرگان شرکت توزیع برق شیراز دامنه‏ ای از شرایط آینده و پیکره‏ بندی‏ های سیستم با استفاده از روش تحلیل استواری در بستر کارگاهی استخراج شد و پس از تعیین معیار، ارزیابی فازی کارایی پیکره‏ بندی‏ ها صورت گرفت و تعهدات مورد نیاز تعیین شدند. در نهایت با ساختاردهی مسئله و تعیین پیکره‏ بندی‏ های مطلوب، گام‏های اجرایی به پایان رسید و راهکارهای استراتژیک شبکه لجستیک این شرکت در افق ده ساله تعیین شد. تلفیق غربال‏گری فازی با تحلیل استواری، ابزار مناسبی برای چارچوب برنامه ‏ریزی استراتژیک سازمان‏ها و برای مسائل مبهم و ساخت نیافته فراهم می‏ آورد.

چکیده [English]

When decisions are made in uncertainty, robust analysis is a reliable method to evaluate the consequences of an initial decision during time. In this method sequential decisions would be implemented during a period of time and assessed. To establish robust analysis, we need to develop future scenarios and extract initial commitments which are more robust. Although it's abilities, robust analysis is a simple approach for gathering expert opinions and loses lots of information. The proposed model in this article, combines fuzzy screening phases with robust planning. The model here is then tested in a case study. In workshops six experts in Shiraz ED Co. cooperated to extract future scenarios, system configurations and needed commitments. Eventually by structuring the problem and evaluating this based on selected criteria, the desired configurations were specified. These configurations made the strategic solutions for logistics network for long term. The results show the combination of fuzzy screening and robust analysis can be used efficiently as a strategic planning framework for ambiguity and unstructured problems.
