ارائه مدلی از تاب آوری بومی در فناوری راهبردی ایران

چکیده

یکی از روش‌های افزایش تاب آوری در هر کشوری و متعاقبا هر صنعتی، افزایش توانمندی در حوزه فناوری است. اکتساب فناوری‌های راهبردی از کشورهای صاحب فناوری همواره با چالش روبه‌رو بوده است. هدف اصلی پژوهش حاضر ارائه مدلی از تاب آوری بومی با رویکرد اکتساب درون‌زای فناوری در یکی از صنایع با فناوری راهبردی ایران می‌باشد. روش تحقیق بصورت ترکیبی است. مرحله اول با راهبرد کیفی به روش پدیدارشناسی انجام گردیده است. در این مرحله، مصاحبه با 20 نفر از خبرگان این حوزه انجام و پس از تحلیل داده‌ها با کمک نرم افزارATLAS.ti ابعاد و مؤلفه‌های موثر استخراج گردید. در مرحله دوم به منظور ارزیابی ابعاد و معیارهای استخراج شده، با استفاده از روش کمی تحلیل معادلات ساختاری و با کمک نرم افزار smart PLS و نظرخواهی از 76 نفر از صاحبنظران این صنعت، معیارهای استخراج شده تحلیل عاملی تاییدی گردید. در نهایت ابعاد حکمرانی فناوری پیشتاز، سازمان‌دهی پویا، مدیریت باورمند، سرمایه اجتماعی سازمانی، نهادهای میانجی دانش بنیان و تجاری سازی محصول بومی 6 بعد مدل هستند که از 28 مقوله فرعی شناسایی شده، 2 مقوله فرعی در مرحله ارزیابی کمی حذف و در نهایت مدل بدست آمده به همراه 26 مولفه تایید شده، استخراج گردید. نتایج این پژوهش، می‌تواند به مدیران و سیاستگذاران این حوزه کمک نماید تا بستر مناسبی برای تصمیم‌گیری جهت توسعه درونزای فناوری در شرایط تحریم فراهم نمایند.

چکیده [English]

One of the ways to increase resilience in any country and subsequently in any industry is to increase capabilities in the field of technology. Acquiring strategic technologies from countries with technology has always been a challenge. The main goal of the current research is to provide a model of local resilience with the approach of endogenous acquisition of technology in one of the Iran's strategic industries. The research method is mixed. The first stage has been done with a qualitative strategy using the phenomenological method. At this stage, interviews were conducted with 20 experts in this field and after analyzing the data, effective dimensions and components were extracted with the help of ATLAS.ti software. In the second stage, in order to evaluate the extracted dimensions and criteria, using the quantitative method of structural equation analysis and with the help of smart PLS software and asking the opinions of 76 experts in this industry, the extracted criteria were confirmed by factor analysis. Finally, the dimensions of leading technology governance, dynamic organization, reliable management, organizational social capital, knowledge-based mediating institutions and local product commercialization are 6 dimensions of the model, which are identified from 28 sub-categories, 2 sub-categories are removed in the quantitative evaluation stage and finally the model obtained was extracted along with 26 confirmed components. The results of this research can help the managers and policy makers of this field to provide a suitable platform for making decisions for the endogenous development of technology in the conditions of sanctions.
