تدوین و اولویت‌بندی استراتژی‌های توسعه منابع انسانی در صنعت بیمه با استفاده از تکنیک‌های FDANP ،SWOT و FGTMA

چکیده
امروزه فضای پویا و رقابتی محیط کسب‌وکار باعث شده است تا توسعه منابع انسانی به عنوان بخشی از برنامه‌های مدیریت استراتژیک منابع انسانی سازمان‌ها مورد توجه باشد و مدیران می‌کوشند با توسعه کارکنان، توانایی رقابت‌پذیری سازمان را ارتقاء دهند، از این‌رو پژوهش حاضر با هدف تدوین و اولویت‌بندی استراتژی‌های توسعه منابع انسانی انجام شده است. این پژوهش از نظر هدف، کاربردی، از نظر ماهیت، توصیفی-پیمایشی و از نظر روش پژوهشی، تحقیقی آمیخته است که در فاز کیفی آن از طریق مصاحبه‌های عمیق، استراتژی‌های توسعه منابع انسانی بر اساس ماتریس SWOT تدوین گردیده و شاخص‌های مؤثر بر انتخاب و اولویت‌بندی این استراتژی‌ها تعیین شده است. در فاز کمّی با استفاده تکنیک Fuzzy DANP شدت اثر و وزن شاخص‌ها تعیین گردیده و با تکنیک Fuzzy GTMA، استراتژی‌ها رتبه‌بندی شده‌اند. جامعه آماری پژوهش مدیران و خبرگان حوزه منابع انسانی یک شرکت بیمه بودند و نمونه‌گیری به شیوه هدفمند انجام گردید. نتایج تحقیق نشان داد که مهم‌ترین شاخص‌های مؤثر بر انتخاب استراتژی‌های توسعه منابع انسانی، عبارتند از: «میزان تمایل، همکاری و مشارکت کارکنان در پیاده‌سازی» و «میزان بودجه مورد نیاز». همچنین بر اساس نتایج حاصل از تکنیک GTMA فازی، استراتژی‌های «تعمیم آموزش‌های ضمن خدمت به تمامی سطوح سازمان»، «تقویت ارتباط میان برنامه‌های آموزش و توسعه منابع انسانی با نظام ارزشیابی عملکرد و ترفیع کارکنان» و «تقویت تفکر خلاقیت و نوآوری در کارکنان و کاهش مقاومت آن‌ها در مقابل تغییر» در سازمان مورد مطالعه از اولویت بالاتری برخوردارند.

چکیده English

Today, the dynamic and competitive business environment has made human resource development (HRD) a part of the strategic human resource management programs, and managers try to improve the competitiveness of the organization by developing employees. Therefore, the present study was conducted with the aim of formulating and prioritizing HRD strategies. This study is applied in terms of purpose, descriptive survey in nature, and mixed in terms of research method. In its qualitative phase, HRD strategies were formulated based on the SWOT matrix through in-depth interviews, and the indicators effective in prioritizing these strategies were determined. In the quantitative phase, the intensity of the effect and weight of the indicators were determined using the Fuzzy DANP technique, and the strategies were ranked using the Fuzzy GTMA technique. The statistical population of the study was managers and experts in the field of human resources of an insurance company, and sampling was carried out in a purposeful manner. The results of the research showed that the most important indicators affecting the selection of HRD strategies are: "the level of willingness, cooperation, and participation of employees in implementation", and "the amount of budget required". Also, based on the results of the fuzzy GTMA technique, the strategies of "generalizing in-service training to all levels of the organization", "strengthening the connection between HRD programs and the performance evaluation and promotion system of employees" and "strengthening creative and innovative thinking in employees and reducing their resistance to change" have a higher priority in this organization.
